The Storm Council doesn’t measure a hurricane solely by its wind speed.
It measures leverage — the point where a small shift in track, timing, or institutional overconfidence produces a collapse far larger than the storm itself.
Galveston, 1900, is where that principle first proved itself.
The hurricane that struck on September 8th was strong, but not the strongest the Gulf has ever produced.
What made it catastrophic was where it landed: a barrier island barely nine feet above sea level, carrying the wealthiest city in Texas, with no seawall.
Weather Bureau chief Isaac Cline had argued nine years earlier that serious storm surge there was unlikely — not negligence, but overconfidence trusting a system built to confirm what it already believed.
The leverage wasn’t in the wind, but in Isaac Cline and the leadership that followed his influence.
Between 8,000 and 12,000 people died — still the deadliest natural disaster in American history.
The Storm Council’s discipline is to ask what a storm finds as it arrives, not just the speed and storm surge it carries.
That principle, Leverage Over Force, applied the same way to every storm in the Storm Council Record, is what keeps the Council’s judgment worth trusting.
Bring One More Into the Storm Council Chambers
The Storm Council exists because mistakes get repeated when no one keeps the Record.
Every reader who enters Council Chambers and accesses the library receives the lessons of history — flood water, a collapsed levee, a warning that went unheeded.
The Storm Council’s principle of Leverage Over Force measures what one reader can do that no advertising budget can: hand the lesson to someone who doesn’t have it yet, in a form they’ll actually open.

Thank you Erin!
Your approach to measuring hurricanes is spot on. It is more than speed, and it fully captures the brutal reality of a catastrophic storm.
