South of Homestead the track entered the zone where the storm’s outer circulation had already transformed the landscape from a late-summer afternoon into something the engineer had not encountered on the Keys extension in his experience with the railroad. The wind was sustained at tropical storm force and gusting higher, driving rain horizontally across the track and loading the cars with a lateral pressure that the engineer could feel through the locomotive’s controls — a persistent push from the northeast that made the train track differently than it tracked in calm air, the wheels pressing harder against the eastern rail, the coupling strain between cars audible above the wind noise in the cab.
The bridges were the worst of it.
Each open-water crossing exposed the train to the full force of the northeast wind across the fetch of Florida Bay. The water below the bridge decks was higher than normal — the bay surge was already building, pushed by the sustained northeast wind toward the Keys’ western shore, and the bridge approaches on both sides of each crossing were awash with water that covered the rails and obscured the roadbed. The engineer reduced speed for each crossing, feeling the train’s stability through the throttle and the brake, watching the rail alignment ahead for debris or washout that the water might conceal.
The train pushed south through the Upper Keys — past Key Largo, past Tavernier, into the stretch of track that ran toward Windley Key and Upper Matecumbe where the veterans’ camps waited. The conditions intensified with each mile. The wind increased. The rain thickened. The water on the roadbed deepened. The debris field on the track grew denser — roofing material, palm trunks, sections of fencing, the accumulated wreckage of structures and vegetation that the wind was stripping from the islands and depositing on the railroad’s right-of-way.
At Windley Key, the train stopped.

The overhead cable — part of the communication infrastructure that connected the Keys communities to the mainland — had been torn from its supports by the wind and had fallen across the track ahead of the locomotive. The cable lay draped over the rails and the roadbed, tangled with the debris that the wind had piled against the embankment, a barrier that the train could not push through without risking damage to the locomotive or derailment if the cable caught on the undercarriage.
The crew climbed down from the cab into the storm.
The wind was at hurricane force. The rain drove horizontally against any exposed surface, carrying fine sand and salt spray from the water on both sides of the narrow island. Visibility was reduced to dozens of yards. The crew worked to clear the cable from the track — pulling it, cutting it, disentangling it from the debris pile that anchored it to the roadbed — in conditions that made every movement a struggle against the wind and every minute a subtraction from the margin that no longer existed.
The stop lasted approximately forty-five minutes.
Forty-five minutes at Windley Key while the storm covered another five miles of the remaining distance to the corridor. Forty-five minutes while the conditions on Upper Matecumbe, three miles to the south, escalated from dangerous to catastrophic. Forty-five minutes while the veterans in the camps waited for a sound they could not yet hear above the wind — the whistle of the locomotive that was supposed to carry them to safety.
The train cleared the cable and continued south.

The water on the embankment approaches was a foot deep in places, covering the rails entirely and forcing the engineer to navigate by memory and by the feel of the wheels on the track beneath the water. The wind was sustained above hurricane force, the gusts exceeding any measurement the crew had a reference for. The train’s cars, pushed from behind by the locomotive, swayed in the crosswind — the flat sides presenting their full area to the northeast blast, the couplings straining against the lateral load, the wheels tracking on rails that were submerged in surge water that carried debris and coral sand along the roadbed.
The engineer had no communication with Miami or with the camps ahead. The telegraph lines were down. The telephone lines were down. The cable that had stopped the train at Windley Key was one of many failures in the communication infrastructure that the storm’s outer circulation had already produced across the Keys corridor. The train was operating in isolation — a locomotive pushing eleven cars through a hurricane on a single track across narrow islands, with no information about the conditions ahead except what the engineer could see through the rain-blurred windows of the cab, which was very little, and what the wind told him about the storm’s intensity, which was that the intensity was beyond anything the engineer had experienced.
The train reached the Islamorada area on Upper Matecumbe Key at approximately 8:20 in the evening.
Nearly four hours after it had departed Miami.
The conditions at the station were not conditions that any railroad operation was designed to function within. The wind was sustained at hurricane force beyond anything the engineer had experienced and still increasing. The water was rising on both sides of the island, approaching the level of the railroad embankment. The structures visible from the locomotive cab — those that were still standing — were losing their integrity in real time, roofing peeling, walls collapsing, the sound of structural failure continuous beneath the wind.
The veterans who could reach the train began to board.
They came through the wind and the water and the debris — men who had been sheltering in camp structures that were disintegrating around them, men who had been pressed against the leeward side of the railroad embankment, men who had been in the open because the structures they had sheltered in no longer existed. They climbed into the passenger cars and the boxcars, crowding into the spaces that the train offered, the relative shelter of walls and a roof that, however inadequate against a storm of this intensity, was more than what the islands now provided.
The veterans on Lower Matecumbe — Camp 3 and Camp 5, a mile or more south of the train’s position — could not reach it. The conditions between Lower Matecumbe and the Islamorada station were impassable. The water was waist-deep on the road. The wind was lethal with debris. The distance that was measured in a fifteen-minute walk under normal conditions was measured in impossibility under the conditions that now prevailed.
The train had arrived.
It had arrived at the corridor at the same time the storm’s eye wall was arriving at the corridor.
The rescue instrument and the destructive force had converged on the same twelve miles of coral islands at the same hour of the same night, and the question of which would prevail was no longer a question of logistics or timing or institutional decision-making.
It was a question of physics.
