The Council’s full review of the corridor began with ground and water, because those would decide everything else.
The geometry was unlike anything in the Florida archive. The prior entries had measured targets that offered the storm a single face — a coastline, a lakefront, a bayfront. Galveston’s barrier island presented its Gulf face to the approaching surge while the bay side remained relatively sheltered until the storm’s passage reversed the wind direction and drove the bay water across the already-damaged island. Miami’s bayfront received the surge from Biscayne Bay while the ocean side of Miami Beach received the Atlantic surge separately, with the bay and the ocean separated by the width of the barrier island and the city. Okeechobee’s south shore presented a single face to the lake, with the dike as the intermediary between the water and the land.
The Keys presented no single face.
The islands were narrow enough that a storm approaching from the southeast would drive the Atlantic surge across the eastern shore and the Florida Bay surge across the western shore simultaneously. The water would not approach from one direction. It would approach from two, converging across the narrow coral formations from both sides, the islands becoming not barriers to the surge but features within it — submerged or nearly submerged obstructions in a body of water that extended, effectively, from the Atlantic to the Bay without interruption. The railroad embankment, running the length of the island chain at grade, would be the most prominent obstruction in this combined surge field. It would collect water on the windward side as the surge rose, hold it briefly as the embankment acted as a low dam, and then release it catastrophically over the crest as the water level exceeded the embankment’s height — a weir effect that would produce a concentrated flow of water across the leeward side of the islands at velocities exceeding anything the structures on that side were designed to withstand.
The Archivist could supply pieces of the problem: barrier-island entries, earlier storm damage along the railroad works, Moore Haven’s overtopping water. He could not supply a full precedent for all of them happening together here.
It did not hold an entry for a geometry where all of these interactions occurred simultaneously across a corridor twelve miles long and a quarter mile wide.

The population variable compounded the geometric novelty.
The Analyst reviewed the Keys population against the earlier Florida entries.
The Miami population had been a mixture of permanent residents and speculative arrivals — the newcomers of the boom era, who had come for the investment opportunity rather than for the place itself, who lacked hurricane experience not because they were incapable of acquiring it but because they had arrived too recently. Their vulnerability was informational: they did not know what the warning flags meant. Their relationship to the risk was economic. They were there because the money was there.
The Okeechobee population had been a mixture of permanent farming families and seasonal agricultural labor. The seasonal workers — predominantly Black, housed in camps near the fields, present at the target because the harvest economy required them — represented a new category: people whose vulnerability was structural rather than volitional. They had not chosen the location. They had not chosen the housing. The economy had placed them where the economy needed them, in structures the economy had built to serve its seasonal requirements.
The veterans on the Matecumbe Keys represented something beyond what the Okeechobee entry had measured.
They had not been placed at the target by an economy. They had been placed there by a government. The distinction was not abstract. An economy places people at risk through the accumulated logic of market incentives — the muck farms needed labor, the labor came to where the farms were, the housing was built near the fields because proximity was efficient. The incentives were distributed. No single decision-maker was responsible for the workers’ presence at the target.
The veterans’ presence on the Keys was the product of identifiable decisions by identifiable officials within a federal bureaucracy. The camps had been established by FERA. The veterans had been assigned to the camps by FERA. The location had been selected by FERA. The housing had been built by FERA. The evacuation plan — or the absence of an adequate one — was FERA’s responsibility. The chain of accountability was shorter and more direct than anything the prior entries had contained.
The Council Elder kept the distinction precise. The Council would not moralize, but it would record that the veterans’ presence on the Keys ran through a short and identifiable chain of federal decisions.
That mattered because the human response after the storm would not be only engineering. It would also be accountability.
It noted the novelty and continued the assessment.

The convergence was the central observation.
Then the Council laid the corridor against its governing principles.
The Keys could not be filed under a single heading: island, yes, but too narrow; water barrier, yes, but passable; refuge, no.
The Observer saw force concentrated against the narrowest inhabited geometry in Florida. The Analyst saw a single lifeline that was also the exposure. He also saw a population placed there by policy and held there by slow institutional response. The Council Elder saw several old lessons arriving together on one small line of islands.
Four principles. One corridor. The Record’s existing filing structure did not accommodate a multi-principle entry.
The Council noted the structural limitation and began the work of building a new instrument.
It would need it soon.
