The hurricane reached Galveston first through the water.

Saturday morning began with high tides, scattered rain, and surf already moving beyond its ordinary boundary. Along the Gulf side of the island, water crossed the beach and entered the lowest streets. The center remained offshore, but the city had begun to receive the consequences of its approach.
